B V R Subrahmanyam was born in Andhra Pradesh. He holds an engineering degree and is an IAS officer from the 1987 batch. He also holds a master’s degree in management from London Business School. Subrahmanyam served in the Prime Minister’s Office from 2004 to 2008 and again from March 2012 to March 2015, under Prime Ministers Manmohan Singh and Narendra Modi.
He worked for the World Bank in between stints as a PMO. He was transferred to Chhattisgarh in 2015 as a principal secretary, then as Additional Chief Secretary (Home). During his time there, he was also charged with jail and transportation. Following the dissolution of the PDP-BJP coalition government, the Appointments Committee of the Cabinet named Subrahmanyam as Chief Secretary of Jammu and Kashmir in place of B.B. Vyas on June 20, 2018.
BVR Subrahmanyam was relocated to Chhattisgarh in March 2015. Raman Singh, the chief minister of Chhattisgarh, had personally demanded that Prime Minister Manmohan Singh transfer Subrahmanyam to his state. He began as a principal secretary, then was promoted to Additional Chief Secretary (Home), with additional responsibilities for jail and transportation.
BVR Subrahmanyam is well-known in the state for his work in conflict zone management. He pressed for greater collaboration and cooperation between the federal and state security forces. This, combined with his on-field strategy and a change from defensive to offensive tactics, has proven successful in combating the Maoist insurgency in the region. He also oversaw the development of fast-track highways, which are considered crucial in combating the Maoists.
In an interview with some journalists in August 2020, BVR Subrahmanyam said that “J&K was a ‘broken state,’ with badly broken governance, no structure, no laws, and a long history of decay.
When the Centre abolished J&K’s status in August last year, not a single person wept over the detention of political and separatist leaders “.. Politicians in Kashmir slammed him for it, including the Jammu and Kashmir Apni Party, which demanded that the Chief Secretary remain “apolitical.”
In the first year of Subrahmanyam’s tenure, the Union Territory of Jammu and Kashmir approved and completed 506 infrastructure projects worth Rs 5,979 crore that had been pending for the previous 5–10 years.
