Establishes a nonpartisan consultative committee to examine the integrity and administration of the general elections in November 2020. The Home Security Department shall present to Congress a strategy to prevent the importation by forced labour of the items produced in Xinjiang.

This Strategy must include a list of entities cooperating with the Xinjiang government to move forced labour or Uyghurs, the Kazakhs, Kyrgyz or members of other oppressed groups from Xinjiang. U.S. customs and border protection is typically presumed to prevent importation into the United States of commodities manufactured by such businesses. The bill also extends existing Xinjiang asset and visa banning penalties to cover foreign persons and businesses responsible for significant abusses of human rights in connection with forced labour. The Department of State shall report to Congress (1) an evaluation of the genocide under U.S. law by Chinese government abusses of the rights of persecuted groups in Xinjiang, and (2) a strategy for improving international awareness and addressing forced labour in Xinjiang. Revises provisions on the legislative examination of rules governing agencies. In particular, the bill lays down a method for the Congressional approval of a substantial rule. Only if the Congress passes the rule may a major rule take effect. A major rule is (1) that leads to an annual economic impact of $100 million or more; (2) significant increases in consumer costs or prices, for individual industries, government agencies or geographical regions; and (3) significant adverse effects to competition, employment, investment, production, innovation or the ability of U.S. companies to compete with foreign companies. Moreover, the measure sets forth a method of Congressional disapproval of a non-major rule. A non-major regulation may only be implemented if Congress does not disagree with the rule. Prohibits the approval of any new drug (either brand-name or generic), intended for termination of a pregnancy, and imposes further limits on those drugs currently approved by the Food and Drug Administration (FDA). Under the bill, only a patient with a prescription may be provided with an existing approved medicine to stop pregnancy. Furthermore, no labelling change that would allow (1) the use of the drug after 70 days of gestation or (2) the dispensing of the medication by any means other than in-person administration by a healthcare professional may be accepted by the FDA. The FDA must also impose further restrictions on those already approved drugs, including (1) requiring the medical specialist to be certified, (2) prohibiting the practitioner from also working as the pharmacist dispensing, and (3) requiring the pharmacist to be enabled to provide surgical intervention to the patient.

Language has historically been inserted in the annual appropriations bills for the Department of Human and Health Services (HHS) prohibiting the use of abortion federal monies, which are usually referred to as the Hyde amendment.
