Himanta Biswa was born on February 1, 1969, in Gandhi Basti, Ulubari, Guwahati. The name of his parents is Kailash Nath Sarma and Mrinalini Devi. Sarma graduated from Kamrup Academy School in Guwahati in 1985 and went on to Cotton College in Guwahati to further his education. From 1991 to 1992, he served as the general secretary of the Cotton College Student’s Union.


He graduated from Cotton College in Guwahati with a bachelor’s degree in political science in 1990 and a master’s degree in political science in 1992. Sarma earned his LLB from the Government Law College in Guwahati and his Ph.D. from Gauhati University. From 1996 to 2001, he worked as a lawyer at the Gauhati High Court. In June 2001, Sarma married Riniki Bhuyan Sarma, with whom he has a son and a daughter.

Sarma was first elected to the Assam Legislative Assembly from Jalukbari in 2001, beating Asom Gana Parishad chief Bhrigu Kumar Phukan. He was re-elected in 2006, and then for the third time in 2011 with a record margin of over 75,000 votes. From 2002 to 2014, Sarma served as Minister of State for Agriculture, Planning & Development, Finance, Health, Education, and Assam Accord Implementation, among other important state and cabinet portfolios.

In 2006, he was appointed Cabinet Minister for Health, and in 2011, he was given the additional responsibility of Education. Three medical colleges were founded during his tenure in Jorhat, Barpeta, and Tezpur. He has began work on five more medical colleges in Diphu, Nagaon, Dhubri, North Lakhimpur, and Kokrajhar, which are currently under construction.

Even the Government of India had singled out the contributions of Assam’s Health and Education departments in its numerous annual reports. Since he scrapped the interview scheme, more than 50,000 teachers were named for the first time by TET under his term.

In 2015, Himanta Biswa Sarma quit the Congress party and joined the Bharatiya Janata Party (BJP) after meeting with Prime Minister Modi. It is believed that the Prime Minister played a crucial role in convincing Himanta Biswa Sarma to join the BJP.

Sarma joined the Bharatiya Janata Party on August 23, 2015, at Amit Shah’s residence in New Delhi. For the forthcoming Assembly Elections in the state, he was named as the party’s Convener of the Election Management Committee. Following that, he won the Assembly elections and was appointed to the first BJP government in North East India as a Cabinet Minister. Sarma previously spent three terms as an MLA in Assam for the Indian National Congress.

In 2001, he was elected from Jalukbari, and in 2006 and 2011, he was re-elected. Sarma resigned from all portfolios on July 21, 2014, due to political disagreements with former chief minister Tarun Gogoi. He was the MLA for the Jalukbari constituency until September 15, 2015, when he resigned from the Assembly.

Sarma was sworn in as Cabinet Minister on May 24, 2016, after winning the Jalukbari constituency for the fourth time. He has been assigned portfolios such as Finance, Health & Family Welfare, Education, Planning & Development, Tourism, Pension & Public Grievances.


On his arrival at Silchar airport in November 2020, Biswa wrongly said on social media that supporters of AIUDF politician Ajmal Badruddin had shouted slogans in support of Pakistan to welcome him. Biswa’s assertion was reaffirmed by Biswa’s wife’s Assamese news station, News Live, and later confirmed by several news channels and newspapers, including Times Now, CNN News18, and The New Indian Express. After unbiased third-party fact-checkers reviewed footage of the incident and showed that the slogans yelled consisted of the names of political figures and not in favor of Pakistan, Facebook flagged Biswa’s posts as disinformation and banned them from being shared. Biswa has since been arrested and is being prosecuted by Guwahati Police for “promoting enmity” between classes of individuals, which is a felony under the Indian Penal Code, as well as for offences under the Information Technology Act.

Sarma was unanimously elected President of the Badminton Association of India on April 23, 2017. The Assam Badminton Association has elected Sarma as its president. In June 2016, he was elected president of the Assam Cricket Association after his party’s Pradip Buragohain was elected secretary. Sarma was also the association’s longest-serving vice president, serving from 2002 to 2016.
