Rio first entered politics in 1989, when he was appointed to the Nagaland Legislative Assembly as the Congress (I) candidate from the Northern Angami-II constituency in the 7th General Elections. He was selected Minister for Sports and School Education, and later Minister for Higher & Technical Education and Art & Culture. He also served as Chairman of the Nagaland Industrial Development Corporation, the Nagaland Khadi & Village Industries Board, and the Nagaland Development Authority.

Rio was re-elected from the same constituency as a Congress (I) candidate in 1993 and selected Minister of Works and Housing. Rio, a member of the Indian National Congress, served as Nagaland’s Home Minister in the cabinet led by S. C. Jamir from 1998 until 2002, when he resigned, accusing Chief Minister S. C. After resigning, Rio joined the Naga People’s Front, which teamed up with other Naga regionalist parties and the state branch of the Bharatiya Janata Party (BJP) under his leadership to form the Democratic Alliance of Nagaland (DAN), a coalition that received the 2003 state elections, ending the Indian National Congress’ 10-year rule in the state. Rio was subsequently appointed Chief Minister on March 6, 2003.

Rio was removed as Chief Minister before the end of his first term on 3 January 2008, when President’s Rule was enforced in Nagaland. However, his party emerged as the single largest party in the subsequent elections, and Rio, as the leader of DAN, was welcomed to form the state government on March 12, 2008. During the 2013 Nagaland State elections, the NPF won a landslide victory, and Rio was re-elected for a third term as Chief Minister.
