Tammy Suzanne Green Baldwin is an American lawyer and politician from Wisconsin who serves since January 2013 as the junior U.S. Senator. She spent three terms in the Wisconsin State Assembly as a member of the Democratic Party in the 78th District and represented the 2nd Congressional District of Wisconsin in the House of Representatives from 1999 and 2013.

Baldwin was elected to the US Senate in 2012, defeating Tommy Thompson, the Republican nominee. Baldwin was re-elected and Republican nominee Leah Vukmir defeated in 2018.

She was also the first woman to be elected from Wisconsin to either chamber. Baldwin identifies as a progressive and has a steadily progressive record of voting. She supports Medicare, LGBTQ rights and arms control, and opposed the war in Iraq.

Born and raised in Madison, Wisconsin, Baldwin. Her mother, who died in 2017, was 19 when Baldwin was born and was divorced. Baldwin grew up and spent Saturdays with her mother who had mental disease and drug addiction. Her mother’s grandfather David E. Green, a biochemist, was a Jew, and her mother’s grandmother, an Anglican, was English-born. Baldwin’s aunt is Rowena Green Matthews, a scientist. Baldwin is the third cousin of comedian Andy Samberg through her maternal grandparents.


Baldwin studied Valedictory at the Madison West High School in 1980. In 1984, she obtained a B.A. from Smith College and a J.D. at Wisconsin Law School University in 1989. From 1989 through 1992, she was a private lawyer.Baldwin was first elected to the Political Office at the age of 24 in 1986, when she became a member of the Dane County Committee of Supervisors. She also served in the Madison City Council for one year to cover a vacancy in the coterminous district.

In 1992, Baldwin represented the 78th Assembly District of Wisconsin in western Madison. With 43 percent of the vote, she won the Democratic primary. At the general elections, Baldwin defeated by 59 percent -23 percent -17 percent Mary Kay Baum, nominee of the Labor and Farm Party, and Patricia Hevenor, nominee of the Republican Party. She was one of only six openly homosexual politicians countrywide, who won the 1992 general election.

In 1998, US congressman Scott Klug of the 2nd district, based in Madison, announced that he would retire. With a plurality of 37 percent, she won the Democratic Primary. She defeated Republican candidate Josephine Musser in the general election, 53%-47%.Baldwin was the first woman elected from Wisconsin to Congress. She was also the first openly homosexual to be elected to the House and the first open lesbian to be elected to Congress.

She won a 2006 rebate against Magnum, again winning 63%-37%. She defeated Peter Theron in 2008 by 69%-31% and won a seventh term in 2010 with 62% against Chad Lee.

Baldwin competed against the former Governor and Secretary of Health and Human Services Republican contender Tommy Thompson as a Democrat nominee. On 6 September 2011, she announced her candidacy in a video addressed to supporters. She ran unchallenged at the primary elections and talked in 2012 about tax policies, reforms in campaign finance, and equality in the United States at the Democratic National Convention.

She received support from Democracy for America and financing from the EMILY List, the Gay & Lesbian Victory Fund and LPAC campaign. Baldwin has been a clear proponent of the government-run universal healthcare system since he was the state legislator. In 2000, 2002, 2004 and 2005 he presented the Health Security Act for All Americans, which would mandate states to establish this system. The bill died every time it was tabled without a vote in the House.

She stated that “she strongly believes that a one-payer health system is the greatest option to change our health care system thoroughly and equally.” Baldwin voted in November 2009 for a public-option health care reform, a government-run health care plan which would have competed with privately held insurers, although this version was adopted only by the House. She eventually voted for the Obamacare Patient Protection and Accessible Care Act, which became legislation in 2010. Baldwin remarked that she hoped that the ACA will lead to a one-payment system. ACA Baldwin’s first version voted for a public option, but the final version did not.

In 2009, Baldwin introduced the Ending LGBT Health Disparities Act (ELHDA) to promote LGBT health goals through the promotion of research, the promotion of cultural competence and anti-discrimination measures. The measure has not been approved.

A whistleblower and former employee of Tomah VA realised that Baldwin had a copy of the report and emailed Baldwin’s office again and again urging that Baldwin take action in this matter. The office of Baldwin did not explain why they waited for an investigation from August 2014 to January 2015. Baldwin was the only Congressman to have a copy of the inspection report.

In February 2015, Baldwin fired the VA report from her deputy state director. The assistant was offered but denied a severance contract which included a financial payment and a confidentiality agreement requiring that she remain silent. The assistant lodged an ethics complaint with the Select Committee on Intelligence of the United States Senate. The complaint was rejected as unworthy. Baldwin said: “We could have done a better job listening to another constituent with whom we worked on VA issues” and that she has begun an investigation of her Office’s failure to respond to this incident. Baldwin penalised his Chief of Staff and dismissed his State Director and transferred an experienced outreach staffer as a result of the review. In December 2018, Baldwin was among 21 senators who signed a letter to US Veterans Affairs Secretary Robert Wilkie calling him “represented the fact that the VA is not monitoring its own efforts.” A State Accountability Office investigation noted, “Poor leadership in the VA led to abuse of resources and unwieldy outreach attempts for veterans at risk.

In December 2016, Baldwin signed a letter to President-elect Trump asking him to fulfil an undertaking campaign to reduce the cost of prescription drugs, stating his readiness “To advance measures to achieve this aim and to call on Trump “to take meaningful steps to address the high costs of prescription drugs by means of bold administrative and legislative measures in conjunction with the Republicans and the Democrats.

In March 2017, Baldwin was one of 21 Senators led by Ed Markey to sign a letter to Senate Majority Leader Mitch McConnell that 12% of adult medicaid beneficiaries had any form or drug abuse disorder, that one third of US treatment for opioid and other substances is funded by Medicaid and that the American Health Care Act could have “very litre”

In April 2019, Baldwin was one of 34 senators to sign a letter to Trump, encouraging him to “listen to members of your own administration and reverse the decision that would damage our national security and exacerbate conditions in Central America.” He claims that Trump had “since becoming president, consistently expressed a poor understanding of US foreign aid,” and he is “personal.” The Senators maintained that foreign support to countries in Central America caused fewer migrations to the United States by helping improve conditions in those countries.

Baldwin was one of 11 Senators to sign a letter in February 2017 to US Attorney General Jeff Sessions expressing concern about “trustworthy allegations that the Trump campaign, the Trump transition team and the Russian government collaborated with the Russian Government, including the most recent events leading to the resignation of Lieutenant General Michael Flynn as National Security Adviser.” The Senators called for the creation of “an independent Special Advisor to examine the collusion of General Flynn and other Trump campaigns, transitional and administrative authorities with the Russian Government”

Baldwin signed a letter in September 2014 to the then FDA Commissioner Sylvia Burwell, one of 69 members of the US Parliament and senate, urging that the FDA alter its policy prohibition against donating corneas and other tissue to males who had sex with another man during the previous 5 years.
